In 2025, the scope of AVDH’s use narrowed progressively: from 1 January it was available only on a highly restricted basis.Integrated into the e-Papír service, it remained available until October 31, 2025, and then ceased on that deadline. This means that from November 1 the previous AVDH process has no longer been available for official administration.
From November 2025, companies and professional actors switched to commercial qualified electronic signatures (or advanced electronic signatures based on a qualified certificate).

Authorities accept submitted documents that are signed with a qualified electronic signature or an advanced electronic signature based on a qualified certificate, or that bear a qualified electronic seal. The list of qualified trust service providers in Hungary can be verified on the National Media and Infocommunications Authority (NMHH) portal, and providers can be selected from the official register..
Practical steps for businesses
- Process inventory: identify where you used AVDH (applications, declarations, contract amendments).
- Choose a provider: select a qualified trust service provider from the official list.
- Obtain certificates: issue qualified e-signatures for signers and, if needed, a qualified e-seal for the company.
- Update procedures: revise internal rules, records management, and powers of attorney to reflect the new signing regime.
- Train users: provide short training on the new signing tools and workflows.
