What size of market emerges from the EKR data?
During the period analysed, the sample included 5,407 primary awarded contracts that could be analysed in HUF, with a total awarded value of HUF 2,386.1 billion. This does not represent the market size of a single year, but rather the combined value observed in the EKR across two full years and the partial year of 2026. It therefore primarily indicates the overall scale of the public procurement segment examined.
The broader EKR activity related to CPV 45 covers even more records: 6,656 procurement procedures and 10,700 lots. This is because a public procurement procedure may be divided into several lots, while the number of analysed awarded contracts represents a narrower sample of primary awards that can be interpreted in HUF. The three indicators therefore cannot be directly matched on a one-to-one basis, but together they provide a useful picture of the level of market activity and its structure.
What is the value of a typical construction public procurement contract?
The median value of the awarded contracts was HUF 112.9 million. The median means that half of the analysed contracts had a lower value and half had a higher value. It is a more useful indicator of a “typical” contract than the simple average, because a small number of exceptionally large projects have less influence on it.
The middle 50% of contracts fell roughly between HUF 60.0 million and HUF 222.2 million. In other words, approximately two out of every four contracts were within this range. This clearly shows that the construction public procurement market observed in the EKR does not consist exclusively of multi-billion-forint projects; contracts worth hundreds of millions of forints account for a significant share of the awarded contracts.
The P90 value was HUF 410.8 million. This indicates that 90% of the contracts in the sample had a value of no more than approximately this amount, while the top 10% exceeded it.
What does the annual market profile show?
In 2024, the sample included 2,450 awarded contracts with a total value of HUF 1,175.2 billion. In 2025, there were 1,793 contracts with a total value of HUF 688.9 billion. By 7 August 2026, the analysable awarded portfolio already contained 1,159 contracts with a combined value of HUF 513.7 billion.
The 2026 data, however, must be treated separately, as they cover only part of the year. Therefore, neither the number of contracts nor the total awarded value can be directly compared with the two full years. The 2026 YTD data instead indicate the level of activity observed in the EKR market up to early August; they should not, on their own, be used to draw conclusions for the full year.
Framework ceiling and awarded value: they do not mean the same thing
The HUF 248.2 billion framework ceiling indicates the maximum contractual value. This differs from the actual identified value of the awarded contracts: the framework ceiling is an upper limit showing the maximum value that may be reached under the relevant contractual framework. It does not necessarily mean that the entire framework amount will actually be called off or paid.
For this reason, the framework ceiling should not simply be added to the HUF 2,386.1 billion total awarded value. These are different types of indicators: one represents a potential maximum, while the other expresses the aggregate value of the awarded contracts included in the analysis. Understanding such differences is important when interpreting not only the overall scale but also the structure of the public procurement market.
What should we keep in mind behind the data?
An important limitation is that this analysis does not represent the entire Hungarian construction industry, but rather the public procurement market observed in the EKR within CPV 45. Private-sector investments and construction activities outside the analysed CPV scope are not included in this picture. The data should therefore not be used to draw direct conclusions about the overall performance or growth of the Hungarian construction industry.
They are, however, particularly useful for showing the scale of procurements appearing in the construction public procurement market and how awarded contracts are distributed among smaller, medium-sized and larger transactions. Based on the more than 5,400 awarded contracts analysed, the market is both significant in terms of total value and highly segmented: alongside major projects, there are also a large number of procurements worth a few hundred million forints or less.
What could this mean for businesses?
Regular monitoring of EKR data can help businesses not only respond to individual tenders, but also gain a better understanding of the structure of their own market. Typical contract size, annual activity and the division of procedures into lots are all types of information that can support decisions regarding tender market focus, capacity planning and the development of partnerships.
The key message, therefore, is not simply that the CPV 45 market observed in the EKR represented more than HUF 2,000 billion in awarded value during the period analysed. It is equally important that the typical awarded contract was worth approximately HUF 112.9 million, while the middle half of contracts fell roughly within the HUF 60-222 million range. This structure provides a much more accurate picture of the business volumes companies may encounter in the construction public procurement market.
