The programme has a total budget of HUF 31 billion: HUF 11 billion would be allocated to projects implemented in Baranya County, while HUF 20 billion would be available for projects in Borsod-Abaúj-Zemplén and Heves counties.
How much financing is available?
According to the draft, financing of between HUF 5 million and HUF 500 million may be requested under either support objective. One of the programme's key features is that up to 50% of the financing may take the form of a non-repayable grant, with the remaining amount provided as a zero-interest loan.
The loan bears an interest rate of 0% both during and after the grace period, and no management fee or commitment fee is charged. At least 10% of the project's eligible costs must be provided from the applicant's own resources.
Who can apply?
The programme is intended for micro, small and medium-sized enterprises with at least one full closed financial year. Start-ups and consortia are not eligible under the scheme.
The investment must be implemented in Baranya, Borsod-Abaúj-Zemplén or Heves County. Importantly, it is the project location, not the company's registered office, that matters: for example, a company headquartered in Budapest may still be eligible if the investment itself is implemented in one of the three eligible counties.
Two main development directions
1. Energy efficiency and emissions reduction. Eligible activities may include the purchase of energy-efficient machinery and technologies, modernisation of production processes, thermal insulation and replacement of windows and doors, heat pump systems, lighting upgrades, as well as the installation of energy-management systems and smart meters. Energy-efficiency investments must achieve at least 30% primary energy savings, while emissions-reduction technology upgrades must achieve at least a 30% reduction in greenhouse-gas emissions. If a project includes both development objectives, the two requirements must be met separately. Equipment and systems using fossil energy sources are not eligible.
2. Green-economy diversification and circular economy. The second direction supports the green expansion of business activities. This may include, for example, the purchase of new machinery and equipment required for manufacturing clean technologies, as well as circular-economy investments such as reducing scrap and material use, creating repair and remanufacturing capacities, using secondary raw materials, or introducing technologies that support value recovery from waste. Under this sub-objective, retaining existing jobs is also a key requirement.
What should applicants pay particular attention to?
Renewable electricity generation systems and energy-storage systems are not eligible as stand-alone investments; they may only be included as supplementary elements, and their combined eligible cost may not exceed 20% of the project. Under the energy-efficiency and emissions-reduction sub-objective, the eligible cost of ancillary infrastructure investments may not exceed 10% of the project's total eligible costs. Different cost limits apply under the diversification sub-objective. The purchase of real estate and vehicles is not eligible, nor is the purchase of equipment fitted with an internal combustion engine.
Assets and real estate forming part of the investment must be included in the collateral pool, and the required collateral coverage ratio is 50%. The project must be completed within a maximum of 24 months from the date the loan agreement is concluded.
When can applications be submitted?
According to the draft call, loan applications may be submitted between 1 January 2027 and 31 October 2027 through the MFB Pont Plusz network, or until the available budget is exhausted.
The programme may be particularly attractive to SMEs planning energy-efficiency or technology-upgrade investments in the coming period, or looking to enter new activities linked to the green or circular economy. The significant grant component combined with a 0% loan may offer favourable financing conditions, but the 30% energy-saving or emissions-reduction requirement, together with the territorial and technical conditions, makes careful professional and financial project planning especially important.
Important: the current document is a draft call, so some conditions may still change before the final version is published.
