The primary objective of the funding scheme is to reduce water losses in drinking water distribution networks and to modernise ageing pipelines and the related technical infrastructure. The call has a planned budget of more than HUF 51 billion.
What types of development can be supported?
The central element of the funding scheme is the reconstruction of drinking water networks and the resulting reduction in water losses. Related activities may include, among others, the modernisation of network components, the establishment of pressure zones, the construction or renovation of water storage facilities, and interventions aimed at improving security of supply.
Support may also be provided for automation, remote monitoring, the introduction of digital metering systems, pressure management, and technologies that reduce energy consumption and operating costs.
Who can apply?
The call is primarily aimed at organisations responsible for the provision of public water utility services. Projects may be implemented independently or in a consortium. Consortium members may include, among others, local authorities, water utility service providers, public bodies, and state-owned or municipally owned non-profit companies.
Projects may be implemented throughout Hungary, with the exception of Budapest. At least 65% of the available funding must be allocated to developments implemented in the Northern Great Plain, Northern Hungary, Southern Transdanubia and Southern Great Plain regions.
Up to HUF 2 billion in non-repayable funding
Projects may receive non-repayable funding of between HUF 200 million and HUF 2 billion. The funding rate depends on the content of the project and the applicable state aid category, and applicants are also required to provide their own contribution. Projects must be physically completed by 30 June 2029.
Applications may be submitted from 2:00 p.m. on 15 September 2026 until 6:00 p.m. on 15 November 2026. However, in the event of high demand, the application period may be suspended or closed shortly after opening. It is therefore advisable to begin preparing the technical content, feasibility study and necessary permits well in advance. The main development activity must also be included in the Rolling Development Plan approved by the Hungarian Energy and Public Utility Regulatory Authority.
