The National Development, Sustainability and Research Agency (NFFKÜ) has launched a new call for proposals titled “Energy Efficiency of Healthcare Buildings”, which could mark a milestone in the renewal of Hungary’s healthcare infrastructure.

The purpose of the support is to enable hospitals, outpatient clinics, specialist centers, and the National Ambulance Service to undergo comprehensive energy efficiency upgrades - reducing operational costs while improving the conditions of patient care.

Smarter operations, lower consumption

The modernization focuses not only on buildings themselves, but on a systemic rethink of energy use. The call explicitly encourages the integration of renewable energy sources - including photovoltaic systems, solar collectors, and heat pumps - which help reduce both overall consumption and dependence on the energy grid.

At the same time, the project includes the introduction of energy management systems (EMS) and building automation solutions as an integral part of the development. These systems use real-time data to optimize heating, lighting, cooling, and energy distribution, allowing the entire institution to operate as a single intelligent network.

What is the funding volume?

The total budget of the call amounts to HUF 88.8 billion, from which approximately twenty-eight projects are expected to be implemented. The support is non-repayable and can reach up to 100% intensity, providing a real opportunity for participating institutions to permanently reduce operating costs and strengthen the reliability of healthcare services.

What does the program support?

The call provides funding for publicly financed healthcare institutions to carry out activities such as:

  • Energy renovation of buildings, including insulation and replacement of doors and windows
  • Modernization of heating and cooling systems (e.g., heat pumps, high-efficiency boilers)
  • Integration of renewable energy sources – photovoltaic panels, solar collectors, and heat pump systems
  • Implementation of intelligent energy management solutions
  • Building automation developments that support healthcare operations

The program also sets a specific mandatory target: each building must achieve at least a 30% reduction in primary energy consumption through modernization. This must be verified by energy performance certificates prepared before and after the project, ensuring that the interventions deliver measurable and verifiable savings - not just the appearance of being “green.”
