The GINOP Plusz-1.2.4-25 call for proposals, aimed at supporting micro- and small enterprises operating in the most disadvantaged regions and in Free Enterprise Zones, was suspended on July 5, 2025. At the same time, the total funding allocation was significantly increased.

Background of the suspension

According to the official announcement, the reason for the suspension is to ensure the more efficient processing of the applications submitted so far. The goal is for the Managing Authority to evaluate the submitted proposals properly and for decisions to be made swiftly. Therefore, the suspension is a temporary technical measure and does not negatively affect the applications that have already been submitted - their evaluation continues uninterrupted.

Increased Funding: doubled budget, new opportunities

At the launch of the call, the total available budget for support was HUF 50 billion. However, due to the large number of incoming applications and the depletion of the available funds, the government decided to reinforce the programme.

According to the government decree amendment that entered into force on July 4, 2025 (1300/2021. (V. 21.)), the total support budget has increased to HUF 100 billion, effectively doubling the original amount.

Budget Evolution

  • Original budget: HUF 50 billion
  • New, increased budget: HUF 100 billion
  • Increase: +HUF 50 billion

This expansion is a clear sign that the programme's coordinators are committed to strengthening rural enterprises and supporting job creation.

Eligibility and conditions for support

Under this funding scheme, micro- and small enterprises may apply if they meet the following criteria:

  • they have at least one closed, full financial year
  • they employed at least one person in the previous financial year
  • their development projects are implemented in the following regions: Southern Great Plain, Southern Transdanubia, Northern Great Plain, Northern Hungary, or within the Free Enterprise Zones
  • they do not operate under the KATA tax scheme

The amount of support ranges between HUF 5 million and 30 million, with a 50% funding intensity. The support may be used for activities including equipment purchases, technological upgrades, IT investments, real estate development, consultancy services, and training.

Supported objectives

  • Acquisition of new equipment and machinery, technological upgrades
  • IT developments
  • Development or expansion of business premises
  • Use of consultancy services

What can businesses do now?

Although the GINOP Plusz-1.2.4-25 programme is currently suspended, businesses are encouraged to:

Prepare the required documentation and plans for the re-opening of the application process
Monitor official announcements and updates regarding the resumption of the programme
Consult with experts to ensure a well-prepared and successful application

Summary

The suspension of the GINOP Plusz-1.2.4-25 programme is not a cancellation, but a technical pause aimed at accelerating decision-making. The doubling of the budget to HUF 100 billion may bring new momentum to micro- and small enterprises operating in the most disadvantaged regions. Well-prepared applicants could benefit from a faster evaluation process after the reopening - so it's worth starting preparations now.
