Strong budget absorption already in the first half of the period
One of the most striking developments is that in two priorities (3 and 4), the entire available budget has already been fully allocated:
- In the case of the Sustainable labour market, an overcommitment occurred (by HUF 22,98 billion), indicating that this priority has even exceeded its target - likely due to heightened labour market needs and the demand for rapid disbursement.
- For the Youth guarantee priority, the entire budget has already been committed by 2024, meaning no new grant calls are expected in this area between 2025 and 2027.
Enterprise development and innovation remain in focus after 2025
The two largest priorities - Enterprise development (HUF 888,3 billion) and RDI (HUF 767,3 billion) - are expected to continue strong fund absorption in the coming years:
- In 2025: HUF 435,76 billion (of which 313,61 for enterprise development, and 122,35 for RDI)
In 2026-2027: HUF 483,37 billion, predominantly for RDI (408,95) - This indicates that the focus on innovation and investment will remain active in the next cycle, and now is the time for businesses to plan and prepare their project pipelines.
Education and vocational training peak in 2025
More than 60% of the Higher education and vocational training priority's budget (HUF 177,1 billion) will be available in 2025 (HUF 114,73 billion), meaning that:
- 2025 will be a key year for investments in education and competence development,
- while in the following years (2026-2027), only minimal activity is expected (HUF 4,73 billion).
Summary: Shift in focus expected from 2025
Based on the current pace of fund disbursement, a clear trend is emerging:
- Human-focused interventions (labour market, youth guarantee) were intensively implemented between 2021 and 2024 - their financing is now complete or phasing out.
- Investment- and innovation-oriented interventions (enterprise development, RDI, education) are now entering their main phase, especially from 2025 onward - making this a crucial planning period for prospective applicants.
