This is about complex energy investments that require thorough preparation, technical and financial planning. In return, the implemented project not only reduces the company’s ecological footprint, but may also become a business opportunity through the production and sale of green energy.
Who can apply?
The call targets companies in agriculture, the food industry, waste management, and the energy sector – those capable of converting, for example, manure, silage, wastewater, or other organic by-products into energy.
The range of eligible applicants is precisely defined by legislation – various forms are accepted, from sole proprietorships to non-profit companies, but at least one closed business year and a registered office (or branch) in Hungary is required.
What can be funded?
The support can be used for the establishment or modernization of almost the entire biogas/biomethane chain:
- Raw material handling and storage
- Development of processing infrastructure
- Construction of biogas production systems (fermenters)
- Energy utilization
- Biogas purification and biomethane production
- Handling of biogas digestate and by-products
According to the draft call, applications can be submitted between August 4 and November 7, 2025, with evaluation in three phases.
Amount and Intensity of Support
Requested amount: HUF 500 million – 5 billion; for small-scale plants: HUF 200–800 million.
Maximum funding intensity:
- Micro and small enterprises: 65%
- Medium-sized enterprises: 55%
- Large enterprises: 45%
The total budget of the program is HUF 40 billion, of which HUF 18 billion is earmarked for the development of small-scale plants (below 500 m³/h).
What kind of companies should consider applying?
- Livestock or crop farming enterprises that already produce organic waste or manure
- Food processors with by-products derived from biomass
- Energy companies aiming to produce biomethane and feed it into the gas grid
- Companies with sites currently facing high energy costs that could be replaced by self-generation
Key points to keep in mind
Strict raw material usage rules: only biomass types listed in Annex IX of Regulation (EU) 2018/2001 are permitted. Only new projects are eligible for support – investments started before the submission of the application are grounds for exclusion. Thorough preparation is essential; without permits, technical documentation, and economic and energy calculations, there is no chance. The project must be completed by December 31, 2028 – this is the deadline for cost eligibility.
